Sea Lapland Development Center is a voluntary cooperation body for the cities of Kemi and Tornio-Haparanda and the municipalities of Keminmaa, Simo, Tervola, and Ylitornio.

The Center’s mission is to support, promote and develop the Sea Lapland area. The development of business, internationalization and service activities through voluntary cooperation between municipalities.


The governing bodies of the association are the meeting of the association, the district government and the management team.

In addition to the association’s operational institutions, the Center has at least once a year convened a regional forum consisting of member municipalities, to be informed of the current issues under discussion at the Center, and which aligns the regional perspective with key issues of interest for the future of the region.
